The dog stood pressed against a cold fence, restrained so tightly that she had little room to move. She appeared to have been left there through the night, frightened, trembling, and ready to defend herself whenever someone approached.

When authorities located the girl, she initially gave an untruthful account of what had happened. After she was shown the recording, she admitted that she had abandoned the pregnant dog.

According to her explanation, she had felt overwhelmed and afraid because she did not know how to care for an animal about to give birth. That fear did not lessen the danger Neo and her puppies had faced. It did, however, show how a lack of responsibility and preparation can turn a difficult situation into a life-threatening emergency.

Seeking assistance from a veterinarian, rescue group, shelter, or another responsible person could have given Neo a safer path. Tying her to a fence in the middle of the night left both the mother and her unborn puppies exposed at the most vulnerable moment of their lives.
