The rescuers knew there were puppies before they ever saw them.

Near a noisy freeway, a cautious Labrador mix was moving through thick brush with another stray dog nearby, a male who appeared to be a Rottweiler mix. The female kept her distance from the people trying to help her, but one detail made walking away impossible: she was nursing. Somewhere in the tangled hillside, a litter of very young puppies was waiting for their mother.
